Report files are per request, not a database dump: the whole-universe extract is the bulk route above. An export that would exceed the size limit is refused with a note to narrow it, never silently cut short. Report generation unlocks the file formats, while the underlying dataset stays governed by your own subscription, so a file can never contain data your plan does not include.
