of the business areas in which, and the client sectors for which, we perform
our services. The number of competitors for any procurement can vary widely,
depending upon technical qualifications, the relative value of the project,
geographic location, the financial terms and risks associated with the work,
and any restrictions placed upon competition by the client. Historically, clients
have chosen among competing firms by weighing the quality, innovation and timeliness
of the firms service versus its cost to determine which firm offers the best
value. When less work becomes available in a given market, price becomes an
