Allete Inc 's Comment on Competition and Industry Peers
In 2024, Minnesota Power served eight Large Power Customers under contracts of at least 10 MW, none of which participated in a competitive rate process. No other large commercial or small industrial customers in Minnesota Power’s service territory sought energy providers outside the territory. Retail electric and natural gas customers in Wisconsin do not have the option to choose their energy supplier. Electricity competes with other energy forms, and customers may generate their own electricity or use alternative energy sources. In 2024, municipal customers accounted for 4 percent of total regulated utility kilowatt-hour sales in Minnesota; these customers have the right to select energy supply from any wholesale electric service provider upon contract expiration. Minnesota Power’s wholesale electric contract with the Nashwauk Public Utilities Commission is effective through 2037, and contracts with 13 other non-affiliated municipal customers extend through 2029.
