The Bank serves building and loan associations, savings and loan associations, commercial banks, homestead associations, insurance companies, savings banks, credit unions, community development financial institutions (CDFIs), and insured depository institutions located in Delaware, Pennsylvania, or West Virginia that meet specific requirements. These members are required to purchase capital stock in the Bank. The Bank provides credit products, including advances secured by residential mortgages and the purchase of residential mortgage loans originated by eligible member institutions, to support housing finance and community lending. Additional services include affordable housing grants, banking services, letters of credit, securities safekeeping, and other community products. The Bank's customers and shareholders are primarily the same financial institutions, which join mainly to access liquidity, product offerings, and potential dividends. The Bank manages pricing to offer liquidity and services while providing dividends that are competitive with short-term interest rates.
