The Bank obtains wholesale funding from suppliers such as the Federal Reserve Banks (FRBs), commercial banks, investment banking divisions of commercial banks, and brokered deposits, primarily competing on interest rates and collateral terms. It competes with entities including Fannie Mae, Freddie Mac, and other secondary market conduits for mortgage loan purchases, as well as with the U.S. Treasury, Fannie Mae, Freddie Mac, and other government-sponsored enterprises (GSEs) for unsecured debt issuance in national and global debt markets. The Bank's competitive position is influenced by pricing, dividends, capital stock requirements, credit and collateral terms, and product offerings. As a GSE, the Bank benefits from preferential regulatory and tax treatment. Members have alternative options for mortgage loan production, including Fannie Mae and Freddie Mac, and may also retain loans in portfolio funded by advances from the Bank.
