Four Corners coal supply is secured through a long-term agreement from July 2016 through 2031, amended on July 1, 2024. Arizona Public Service (APS) negotiated lease amendments with the Navajo Nation extending the leasehold interest to 2041; these amendments were approved by the Navajo Nation in March 2011 and by the Department of the Interior (DOI) in 2015 following an environmental review. APS and Four Corners owners agreed in June 2021, with an amendment in July 2024, to allow seasonal operation of the plant, although APS has not yet elected to implement seasonal operation.
The Cholla coal-fired power plant in northeastern Arizona is operated by APS, which owns Units 1, 2, and 3; PacifiCorp owns Unit 4. APS closed Unit 2 in 2015 and ceased coal operations at Cholla in March 2025, formally retiring Units 1 and 3 in April 2025. PacifiCorp retired Unit 4 in December 2020. APS is recovering costs related to Cholla through rates and has filed a 2025 Rate Case addressing environmental remediation and closure costs.
The Navajo Plant was a three-unit coal-fired facility operated by Salt River Project, with APS holding a 14% ownership interest in the units.
