The company holds rights to carry forward unused adjudicated groundwater. Other wells draw from locally managed or unmanaged basins without set extraction limits. Average annual groundwater extraction from managed basins is approximately 30.9 billion gallons, representing 56.2% of the total average annual water supply pumped from wells. The company contributes financially to groundwater recharge facilities through well pump taxes, which amounted to $24.2 million in 2025, $21.8 million in 2024, and $19.0 million in 2023. The Sustainable Groundwater Management Act of 2014 (SGMA) mandates sustainability plans and progress for California basins.
