The government of the People's Republic of China regulates the procurement, installation, and operation of large medical equipment, including proton therapy treatment systems and PET-CT scanners. Healthcare administrative authorities establish procurement quotas and require medical institutions to obtain procurement licenses prior to acquiring such equipment. The National Health Commission (NHC) is responsible for procurement planning and approval of Class A large medical equipment, which includes proton therapy systems. Provincial healthcare authorities oversee Class B equipment, such as PET-CT scanners. According to the 14th Five-Year Plan, a maximum of 41 new proton therapy systems and 860 PET-CT procurement licenses are permitted by 2025. Military hospitals follow similar procurement approval procedures as a reference. Allocation of equipment is based on regional medical service capacity and the service levels of institutions.
