The company serves members including commercial banks, savings institutions, credit unions, insurance companies, and community development financial institutions (CDFIs) located in Alaska, Hawaii, Idaho, Iowa, Minnesota, Missouri, Montana, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming, and U.S. Pacific territories such as American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. Members are required to purchase and maintain capital stock to support the company's business activities. Additionally, the company conducts certain business activities with state and local housing associates who meet statutory criteria; however, these associates are not members and cannot purchase capital stock. The company provides funding, liquidity, and services to assist members in addressing housing, business, and economic development needs within their communities. Its primary business activities include providing collateralized loans (advances) to members and housing associates and acquiring residential mortgage loans from members. The company funds its operations mainly by issuing consolidated obligations in the capital markets, which are joint obligations of all Federal Home Loan Banks (FHLBanks).
