American States Water Co's Comment on Supply Chain

Golden State Water Company (GSWC) faces potential supply challenges during extended droughts, which may lead to increased water prices. Customers may increase use of reclaimed or recycled water, which carries lower tariff rates and may be supplied by other companies or government entities within GSWC's service area. California has established water use standards effective January 1, 2025, affecting urban water retailers including GSWC. A short-term agreement among Arizona, California, Nevada, and the Bureau of Reclamation reduces Colorado River water usage by 10% through 2026; the impact of this reduction on GSWC is currently unknown. Drought conditions have contributed to increased wildfires, prompting new California legislation requiring electric utilities to implement wildfire mitigation plans and water utilities to enhance infrastructure plans. GSWC and Bear Valley Electric Service (BVES) are incurring higher capital and operating costs to comply with these requirements. BVES is also required to implement public safety power shut-offs during periods of high wildfire threat, which affects its liquidity and customer satisfaction. Weather variability influences BVES's electricity demand, particularly through winter snow levels that impact ski resort operations. Extreme weather events present risks to infrastructure and property. Recent legislation imposes additional reporting and capital investment obligations on regulated utilities and water systems, including GSWC. Suppliers referenced include the Bureau of Reclamation, Bear Valley Electric Service (BVES), and Golden State Water Company (GSWC).
