Retractable Technologies Inc's Comment on Supply Chain

The company sources raw materials and component parts from Chinese suppliers while increasing domestic manufacturing of 1mL, 3mL, and EasyPoint® needles to mitigate tariff impacts. Domestic manufacturing capacity for vaccine administration product lines has been expanded, partially funded by a Technology Investment Agreement (TIA) with the U.S. Department of Defense, U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, and Edgewood Contracting Division on behalf of the Biomedical Advanced Research and Development Authority (BARDA). The TIA supported an $81.0 million facilities expansion and acquisition of new manufacturing equipment. Additionally, the company constructed a new warehouse and expanded administrative offices at its own expense. The TIA, under its April 2023 successor agreement, governs terms through June 30, 2030, including equipment maintenance, capacity availability, and U.S. government preference during public health emergencies.
